Well nothing at all should show up on Paypal, because when you sent the first payment it will have sent from the bank account. When it was refunded, it would go back to your paypal account. Since you sent a larger payment the second time it would have used the paypal balance + bank balance as the remainder.

That's most likely why you never saw it in PayPal, take a look at your bank statement and see how much total has come out, is it total of the 3 payments you've made him ? Or is it the first payment then a small payment.

If it's the latter, PayPal has refunded you and you've used that refund to pay him a second time.

Check your PayPal history, everything shows up there.

3 payments but i had 60 in the beggining so for me to pay him again with the refund wouldnt make sense if he changed the price

Transaction 1 - Sending money to Callum (£19.70)
Bank balance = £40.30 (-£19.70)
Paypal balance = £0

Transaction 2 - Callum refunding money (£19.70)
Bank balance = £40.30
Paypal balance = £19.70 (+£19.70)

Transaction 3 - Sending money to Callum's other account (£24.70)
Bank balance = £35.30 (-£5)
Paypal balance = £0 (-£19.70)

Transaction 4 - Sending more money to Callum's other account (£3)
Bank balance = £32.30 (-£3)
Paypal balance = £0

I just don't understand why you paid a SECOND TIME, without receiving the refund beforehand. 
That's silly.

And if you are supervised, then perhaps you should be talking to your parents to try and work this out.

Pretty much this. There is no reason why you should have sent the payment again until you got a refund.
Check with your parents on the issue of your bank account balance though.
