hmm.. I'd try forcing it out with a knife. What's happened is the washer was worn itself into the wheel material. You need to get something in between the washer and the bearing to get it out.

Alright. But how should I go about it with a knife? I don't understand how I should force it out with the knife.

Get the tip of the knife in between the washer and bearing through the axle hole. Don't be afraid to use force.

Have you tried using a paperclip or small screwdriver and put it through the bearing whole on the opposite side to the washer and push the washer out from behind?

yeh i would place a small screwdriver in the front of the wheel and tap the top of the screwdriver with a hammer, forcing the bearing down and the washer out and then you can push the bearing back to its original position

That's VERY weird. I think if you put the tip of the knife in between the washer and bearing a try to push it out, that should work.
