so basically i bought a rail from callumfb95 and he said i sent to the wrong paypal.So he 'refunded' me  and i bought the rail again.but i never saw the money show up in my account so im starting to worry if he scammed me because i should have 24 pounds on.now whenever i want to buy something (i put 60 pounds on) it says we could not finish this payment because the card issuer has declined this card ( card details)

Callum is definitely legit and he has so many references so dont worry about if he has scammed you or not. Have you sent him a pm ?

Callum is a really sound and legit guy, I myself have traded with him, it probably was some kind of unintencional mistake

You can't stop a refund... If you refund the money it goes back to the sender.

Also your bank balance doesn't show up on Paypal if that's what you're talking about.
